The City of London Corporation is reviewing its Statement of Licensing Policy as required under the Licensing Act 2003. The policy sets out how the Licensing Authority will carry out its licensing functions and promote the four licensing objectives:

• Prevention of crime and disorder
• Public safety
• Prevention of public nuisance
• Protection of children from harm

What has changed?

• Modernisation of content to reflect amendments to the Licensing Act 2003 and statutory government guidance, and national developments relevant to licensing, such as Martyn’s Law and the National Licensing Policy Framework, since the last review in 2021
• Strategic and local context updates relevant to licensing, such the Corporation’s Destination City growth strategy, recognising that well managed venues contribute to the City’s economic success
• Enhanced public safety, vulnerability and accessibility content particularly on violence against women and girls in the nighttime economy, drink spiking, suicide awareness, assistance dogs and wheelchair users
• Enhanced emphasis on partnership working

The Team are seeking the views of residents, businesses, licence holders, responsible authorities, visitors, workers and other stakeholders on the proposed changes. Your feedback will help ensure that the final policy remains effective, proportionate and responsive to the needs of the hospitality venues operating in the City, and to those who live, work, study and visit the City of London.

The consultation period will run from Friday 17 July 2026 until 7 September 2026
